Jala Aliyeva was born on 5 October 1966. In 1988, she graduated from Azerbaijan State University, Faculty of Oriental Studies, Turkish Philology Section, and embarked on postgraduate studies.

She worked at Azerbaijani unit of the USSR Cultural Foundation, and at the Embassy of the Turkish Republic in Azerbaijan.

She defended a PhD thesis in 1996, getting a ScD degree in 2006 and professorship in 2008. In 1996, Jala Aliyeva started her research and teaching activity at Baku State University, with her appointments including a teacher, senior teacher and associate professor at the Department of Turkish Philology. She is now a professor at the department.

In 2005, 2010 and 2015 she was elected a member of the Milli Majlis of the Republic of Azerbaijan.

Jala Aliyeva`s research activity focuses on Turkish studies.

She has published about 60 papers and articles, three monographs, one handbook and one methodological handbook.

She has supervised a PhD student in philology to completion.
