Hasan Mahmudov was born on 4 March 1925. In 1946, he entered  Azerbaijan State University, Faculty of Oriental Studies, Persian Language, graduating with honors in 1951. The same year he embarked on postgraduate studies. He defended a PhD thesis in 1954, achieving a ScD degree in 1983 and professorship in 1986. He started his research and teaching activity at the Department of Near Eastern Languages, where he served as a teacher, senior teacher, associate professor and professor. From 1965 to 1977, he was employed as dean of the Faculty of Oriental Studies. He chaired the Department of Near Eastern Languages in 1989-1990. Hasan Mahmudov supervised over 20 PhD and ScD students to completion and was their official opponent.

Hasan Mahmudov `s research interests laid in syntax in Persian language. He published 60 papers and articles, five textbooks, one handbook, two methodological handbooks and one monograph. He was the recipient of Lenin Medal, and a certificate of recognition of the Presidium of the Supreme Soviet.
